Phoenix STR Rules

AZ · Short-Term Rental Permit, Taxes & Requirements

permissive

Phoenix remains one of the more permissive major STR markets thanks to Arizona's state preemption law (A.R.S. § 9-500.39) — no night cap and no residency requirement. However, since November 2023 the city requires a Short-Term Rental Permit ($250/year) for every STR property. State and city transaction privilege taxes apply.

Enforcement Notes

Arizona preemption law largely prevents Phoenix from banning STRs. The city may regulate noise, safety, and neighborhood impacts but cannot restrict STRs by zoning or frequency. Since November 2023, Phoenix requires an STR permit from the Planning & Development Department. Hosts must notify neighbors within 300 feet of operating an STR.
